HEI possesses its own electric power design institute: the HE Electric Power Design Institute, the predecessor of which was the Dalian Branch of the Northeast Electric Power Design Institute (NEPDI).

In 2012, HEI invested RMB 6 million to merge the Dalian Branch of the Northeast Electric Power Design Institute, and set up the HE Electric Power Design Institute. With professional power design engineering personnel, an assembly of science and technology talent, fully equipped and technically advanced, the institute has been contracted to undertake numerous large-scale power plant design projects. To date, the institute is primarily involved in the following services:

1、Feasibility studies, preliminary designs and construction designs of various types of power plants;
2、Transmission and transformation, bulk handling, and FGD project designs.
3、The consultation and supervision for design of power plants.
